Carolina Sapphire Cypress Tree Turning Brown

We planted an 8 foot Carolina Sapphire Cypress Tree in three months ago (in February 2019). It was perfect when we planted it in our front yard in Jacksonville, Florida. The tree is now getting brown patches all over it. It is planted in a well draining area so we are not certain if we are overwatering, underwatering, or if the tree is affected by some kind of mite or mealy bugs. We just started applying horticultural oil this past week (applying it every three days). We can provide pictures if there is a way to upload them. Can someone please help us save this tree? Thank you for any guidance you can provide.
