Insect Webbing In Large Groups On Tops Of All Drift Rose Leaves

Good Morning!
It has been raining for some time in Southeast Texas. One of several drift rose bushes has all leaves wrapped in a very thin webbing in clusters around tops of leaves. Please advise on how to treat this plant before it infects the surrounding plants.
